Yes. Most zoanthids do not require bright lighting, but on the other hand, T5 HO is quite strong for the size and wattage. But I assume that 36wt is not HO, these 2x18wt? Even so, they should do fine. Especially in close prox. such as a nano.

ty just didnt know they said i could do some corals when i got the t5. but they also told me a year ago that an anemone were great start in my tank didnt need no light upgrade or nothing .so needless to say it didnt last long 
but thanks to sites like this ppl like me might have a chance in a nice reef tank
