Something like an engineer goby.

How large is your tank? I usually don't suggest using fish to sift the sand because they usually deplete the sand bed of lots of beneficial organisms. I would suggest looking into getting some cerith snails, bristle worms (there are lots of people usually willing to get rid of them because they don't know any better), or a sea cucumber if the tank is large enough and established. But if you are dead set on a fish then you might want to look into a diamond goby

My money is on a cucumber. They do sift the sand and do a damn good job, but somewhat slow. A fish that sifts sand is horrible, a big mistake I made in the past. Forget having anything on the sand bed, he will bury it !!!

My diamond goby does an excellent job at sifting the sand. But he has killed some of my polyps by burrying them. So they can be annoying. I'd go with the snails if I were you. Oh and not to mention he ate my pistol shrimp. So that majorly pissed me off.
