Choosing a return pump

I'm shopping for a return pump for my refuge. I have two 1 inch bulkheads for drainage in the top tank. I'd like to buy a pump that provides a good amount of flow but I don't want to get one thats too powerful.
What's the typical size pump for this application?
I want it so that if one bulkhead gets blocked, the other one can still handle the flow.
I also don't want the drains to be too loud.
Any input?
