Quarantine Tank

What would it take to setup a quarantine tank?
How big of tank, what lighting, what filtration and circulation, LR or LS?
This is something I might consider doing for my future fish.

10 gallon tank
air driven sponge filter or HOB power filter
heater
pieces of PVC for shelter
Nothing carbonate (LR or LS)

Mine is a 10 with HOB and pvc. I also painted the bottom, back, and sides black. I was told to do this so the fish can not see his reflection everytime it turns around because that might scare them or stress them out more. Don't know if this is true but didn't hurt to do it.
